Kip Piper, MA, FACHE; a senior consultant with Sellers Dorsey and top specialist in Medicaid and Health Care Reform, will be the featured speaker at the event, which will host executives from a select group of health plans who are attending the Government Programs and Policy Congress. Piper will lead a discussion on population management for Medicaid and the complex Dual Eligible population. Additional topics include milestones for state implementation of Health Insurance Exchanges and Health Insurance Market Reforms.

A frequent speaker and writer, Piper is the health policy editor of American Health and Drug Benefits, a peer-reviewed journal.
His experience includes senior advisor to the administrator of the Centers for Medicare and Medicaid Services (CMS), Wisconsin state health commissioner, director of the Wisconsin Medicaid program, advisor to Fortune 500 employers, corporate officer at WellPoint, a senior Medicare budget officer at the White House Office of Management and Budget, and director of national, foundation-sponsored projects on quality improvement and payment reform.
